Se considera que nuestra Política Exterior, no puede basarse en elementos del poder duro (hard power), nuestras limitaciones nos harían fracasar y consecuentemente, nos obliga a reflexionar y contemplar la importancia de una diplomacia cultural (soft power), en la cual, consideramos, tenemos profusos elementos para proyectarnos al mundo y competir dignamente. En ese sentido, se considera que con el Sudeste Asiático se podría desarrollar, entre otras herramientas, a través de una diplomacia cultural, como un enfoque estratégico en la era de las comunicaciones y la interculturalidad.
Considering foreign policy as an issue of significant importance, at the present time in Argentina, is by no means an exaggerated statement. It meets a multiplier and resonance effect in all areas of the country and the "global" concept has become a daily reference in different government and private sectors. Our foreign policy cannot be considered based on elements of hard power (hard power), our limitations would have us fail and consequently force us to reflect and contemplate the importance of cultural diplomacy (soft power), in which, we believe we have profuse elements to project to the world and compete with dignity. The Berlin Wall was the symbol of the Cold War. For the first time, this path-breaking book tells the behind-the-scenes story of the communists' decision to build the Wall in 1961. Hope Harrison's use of archival sources from the former East German and Soviet regimes is unrivalled, and from these sources she builds a highly original and provocative argument: the East Germans pushed the reluctant Soviets into building the Berlin Wall. This fascinating work portrays the different approaches favored by the East Germans and the Soviets to stop the exodus of refugees to West Germany. In the wake of Stalin's death in 1953, the Soviets refused the East German request to close their border to West Berlin. The Kremlin rulers told the hard-line East German leaders to solve their refugee problem not by closing the border, but by alleviating their domestic and foreign problems. Is the Bush Doctrine of aggressive preventive action a justified and legal recourse against threats posed by terrorists and rogue states? Tackling one of the most controversial policy issues of the post-September 11 world, Michael Doyle argues that neither the Bush Doctrine nor customary international law is capable of adequately responding to the pressing security threats of our times. Why did election monitoring become an international norm? Why do pseudo-democrats-undemocratic leaders who present themselves as democratic-invite international observers, even when they are likely to be caught manipulating elections? Is election observation an effective tool of democracy promotion, or is it simply a way to legitimize electoral autocracies? In The Pseudo-Democrat's Dilemma, Susan D. Hyde explains international election monitoring with a new theory of international norm formation. Hyde argues that election observation was initiated by states seeking international support. International benefits tied to democracy give some governments an incentive to signal their commitment to democratization without having to give up power.
